Sounds like a classic failure to think things through; what did they *expect* people to do? Had they even thought about it?

Unfortunately, it's a rampant issue.

"We're against [foo] so let's ban it!" -> [foo] goes underground, or to a less regulated area, and becomes *worse*.

Banning an action rarely ends up with the intended consequences, and is usually just a poorly thought out NIMBY response. Once it's invisible to the people who originally didn't like it... they stop caring about it happening.
